Bayside Pirates Futsal Club Rules |

These Rules have been implemented for the Players, Coaches and Parents safety and
for their enjoyment of the game. Bayside Pirates Futsal Club, hereby known as ‘the
Club’, is affiliated to Football Federation Victoria (FFV).
The onus is on the Team Manager, Coach or Captain to ensure that their team knows
and understands the Rules.
- Behaviour
Our Club has a zero tolerance policy towards violent conduct and abusive behaviour.
Failure to comply with this policy will result in the expulsion of any Player, Coach
or Parent from any Club competition or event. Subscriptions from any Player will
not be refunded.
- Game Rules
Players are bound by the Rules of the game, as outlined on FIFA’s website. www.fifa.com/aboutfifa/developing/futsal/index.html
and follow the Futsal Rules link.
Some Rules may be modified to suit the venue’s conditions. In this case the Rules
become known as ‘Local Rules’.
- Team Compositions
- All teams must have a Captain.
- Each team must have a minimum of 7 players and a maximum of 8 players.
- The Team List must be submitted to the Club Competition Director before the commencement
of the season.
- If there are any changes to a Team List, then the Club must be notified before commencement
of play. All relevant fees and forms must be finalised before any new player can
play. Additional players will incur a pro rata subscription fee.
- All players must be financial before they can play. The Club has a strict
‘No Pay No Play’ policy.
- Any player who leaves their team after the commencement of the season will
not be entitled to a refund.
- New players may join a team up to and including Round 6. A pro rata subscription fee will apply.
- All Players must be registered with the FFV for insurance purposes.
- Players are not allowed to ‘fill in’ for other teams, unless approval has been given
by the Club’s Competition Director.Players are not allowed to play below their
age group.
- Players can register for more than one team, but NOT in the same age division. Players
will incur an additional pro rata cost of playing in two teams.
- Uniforms
- All players must play in the same uniform, with the exception of the Goalkeeper.
The Goalkeeper must not wear a black shirt as this will clash with the uniform of
the Referee.
- Teams are only allowed to change the Goalkeeper at half time, unless the Goalkeeper
is injured during play.
- The Goalkeeper’s number must be 1. If the Goalkeeper is changed at half time, then
the changing of shirts is permissible, but the Referee must be notified of this
change before play resumes.
- All ‘outfield’ players’ shirts must be numbered 2 to 15.
- All teams are expected to have a proper numbered uniform with matching shirts, shorts and socks by the commencement of Round 4.Failure to comply will result in points deduction.
- All players MUST wear shin guards and have appropriate indoor foot ware.Players who do not wear shin guards will automatically receive a Yellow card. Repeat offenders will not be allowed to play.
The Club highly recommends players to wear proper Futsal shoes.
- Jewellery must be removed before the start of play.
- Lateness
- Games can start with a minimum of 4 Players.If a player is late, the game will start if there are 4 players on the team.
- The Referee is instructed to commence matches on time due to venue time restraints.
- The onus is on each Player to read the Fixtures
List. All Players are advised to be at the Venue 15 minutes prior to kick
off. Pre match warm ups are strongly advised to avoid muscular injuries.
- Any Teams who are late will incur a penalty of a goal per minute pass the scheduled
kick off time.
- Teams who do not turn up after 10 minutes will have deemed to have forfeited the
match and thus will incur a 3 Point deduction and 5 goals against. The opposing
Team will be credited with 3 points and 5 Goals for and none against.
- Teams that do not turn up for their scheduled match will automatically be penalised under the Forfeit Rules.
Repeat offenders will be expelled from the competition.
- Dispute Resolution
All protests must be lodged with a Club Official on the night of the match. Where
possible a decision will be made on the night, otherwise the protest will be referred
to the Competition Director for resolution within 24 hours. The Competition Director’s
decision is final. Players that accumulate 5 Yellow Cards will automatically be served a 1 Match Suspension that will take effect for their next game. Players who receive a Red Card will automatically be served a 1 Match Suspension, which will take effect for their next game. The Club's Suspension System carries over from one Season to another. Players have the Right of Appeal and can lodge their appeal with the Competition Director.
- Game Duration
- Junior Games consist of 2 x 15 minute halves and Senior games consist of 2 x 20
minute halves.
- Half time consists of a 2 minute break.
Laws of the Game Summary
- 2 x 5 players on the pitch
- 2 x 15 minutes of play per match for Juniors
- 2 x 20 minutes of play per match for Seniors
- No clock stoppage for substitutions
- Penalty and second penalty kicks
- The goalkeeper is allowed to play all over the pitch and can throw the ball beyond
the halfway line
- Accumulated fouls: the sixth direct free kick is taken from either the second penalty
mark or even closer
- One one-minute time-out is allowed in each half: It is all
about speed and entertainment
